This label or seal is issued by the National Telecommunication Commission - Philippines(NTC):

All cell phones sold in the Philippines should have this seal.
Without this seal, you will not be helping the country¡¯s economy.
The National Telecommunications Commission - Philippines (NTC) is a regulatory agency that provides an environment that ensures reliable, affordable and viable infrastructure and services in information and communications technology (ICT) accessible to all.
All legal phones from manufacturers and authorized dealers have a tamper proof label at the back of each mobile phone along with the NTC logo and a Type acceptance number as part of one sticker.
All phones should be NTC approved as NTC aims to monitor and control the legal entry and sources of mobile phones and regulate their importation, sale, purchase, possession and ownership.

This way, NTC can block the cell phone handset upon request of the owner. This comes in handy when your cell phone is snatched or lost. Blocking the cell phone makes the handset useless to the snatcher (or to the buyer of the snatched cell phone).
Remember to ALWAYS secure a copy of your phone's IMEI number.

It doesn't mean that your unit is FAKE; however, your phone is not registered, and is, therefore, illegal. Owning an illegal gadget may cause you a lot of disadvantages especially when claiming your warranty.
Does your phone bear the NTC seal? ALWAYS check this detail each time you buy a new gadget. To lessen the hassle, buy only form authorized dealers.
